NATO explores aggressive approach to counter Russia's hybrid warfare
Adm. Giuseppe Cavo Dragone, chair of NATO’s Military Committee, told reports on Monday that the alliance is evaluating ways to shift from a reactive approach to a "more aggressive or proactive" stance, particularly in cyberspace. He indicated that NATO might explore pre-emptive actions as a defensive measure, marking a significant departure from its traditional operational approach.
The alliance’s Baltic Sentry mission has been highlighted as a successful deterrent, preventing further cable-cutting activities by vessels associated with Russia’s so-called shadow fleet.
Legal and jurisdictional constraints remain major challenges. Dragone noted that NATO faces stricter restrictions than some other entities due to ethical and legal considerations.
European governments are debating stronger countermeasures as suspected Russian hybrid attacks rise across the continent. Drones linked to Russia have reportedly entered Polish and Romanian airspace, while unidentified drones have disrupted airports and military facilities in Western Europe. Additionally, sabotage on a key rail route between Warsaw and Kyiv prompted Poland to deploy 10,000 troops to protect critical infrastructure.
Some NATO members, including Denmark, the Czech Republic, and the UK, already conduct offensive cyber-operations, while others, such as Germany and Romania, are expanding legal authority to intercept drones over sensitive sites.
